Council Set to Approve Pay Cuts

The Millbrae police and sanitation worker unions have tentatively agreed to 5 percent wage and benefit concessions.

The City Council tonight is scheduled to approve tentative contracts with the Millbrae Police Officers Association and Sanitation Workers Association that include 5 percent wage and benefit concessions.

The agreements, which would cover July 1 through June 30, 2012, would save the city nearly $200,000 combined, according to city reports. 

Police officers would contribute 5 percent of their salary toward their pension, forfeit the city’s contribution to their Retiree Health Savings Account and give up 11.5 hours of holiday pay, among other concessions.

Full-time sanitation employees would be required to take 88 hours of furlough this fiscal year and all raises would be frozen.

The council is also slated to call for a City Council election on Nov. 8. The seats of Mayor Daniel Quigg, Vice Mayor Marge Colapietro and Councilman Paul Seto are up for election.

Interested candidates have between July 18 and Aug. 12 to file nomination papers, unless the incumbents don’t file reelection papers by Aug. 7, according to a staff report. In that case the nomination period would be extended until Aug. 15. 

Furthermore, the council will be signing off on letters to San Mateo County Grand Jury on the topics of Taser use and cell phone tower opposition.

According to a staff report, Millbrae has 14 cell towers on private property and nine on public property. The city, one of 12 in the county generating income from cell towers, is making about $160,000 per year from cell tower leases, the report says.

The city has already implemented many of the Grand Jury’s recommendations in regards to cell phone tower regulation, said Mayor Quigg in the city’s response. Within six months the city will post on its website specific instructions for cell tower installations and relevant federal regulations.

Lastly, the council will consider creating three City Council subcommittees. The committees will recruit for vacancies on city commissions and committees, study and implement a five-year economic forecast, and review how the Millbrae Redevelopment Agency will be impacted by state legislation that calls for abolishing redevelopment agencies.
