Commission approves Millbrae cell tower

Clearview cleared to build cell tower at 395 Vallejo Drive.

The Millbrae Planning Commission Monday approved a conditional use permit for a cell phone tower on top of an apartment building on Vallejo Drive.

Pending any appeals, cellular and internet company Clearwire can move forward with plans for the wireless telecommunications tower on top of a five-story Skyline Terrace Apartments building at 395 Vallejo Dr.

The commission continued an Oct. 18 public hearing on the matter after officials called for more public outreach.

James Elgee, an independent zoning manager representing Clearwire, told the commission that he hosted an informational meeting for residents last Friday night, although only three people showed up.

"I brought in couple of Clearwire engineers to answer any questions," Elgee said. "It went well."

Chairwoman Catherine Quigg questioned Elgee on how he communicated with tenants. Elgee said he posted some meeting notices and gave invites to the building's owner, who also attended the planning commission meeting.

John Hyjer, vice president of investment for Equity Residential, said his company closed on purchasing the 138-unit apartment complex last week. Hyjer said 22 units fall within city limits; the rest are in Burlingame.

"I spoke with numerous residents," Hyjer said, adding that most of their questions were answered when he went door to door.

No residents spoke or asked questions during public comment.

Seemingly satisfied with the level of public outreach, Commissioner Wayne Lee motioned to approve the conditional use permit and the commission unanimously supported the item.

City staff added a few additional conditions to the permit, limiting construction hours, banning blocking of windows with cables and requiring equipment removal when no longer in use.

Skyline Terrace is located at one of the highest points in the city overlooking San Francisco Bay. There is an existing AT&T cell tower on the roof of 395 Vallejo Dr., according to city staff.

The cellphone and internet facility will consist of three panel antennas, four microwave dishes and one equipment cabinet on the roof of the apartment building.
