San Mateo County Sheriff's Deputy says he will take down complaint against a man for assault and battery, but won't file it!

An angry old man who hates my sign requesting that people drive slowly down the street to keep from causing accidents, and hitting pedestrians, actually assaulted me twice with his massive spray of spittle, when he saw me at OSH in Millbrae Saturday.  As he drove away in his Jeep Cherokee, he yelled that he had AIDS, "bitch!" I thought about it, and contacted the Sheriff's dept. I spoke to a deputy, and he was polite and kind, but despite the long conversation, the idea of pressing charges never came up. After speaking with a couple of friends, I was convinced that filing charges, and a restraining order would be the best route to take. I called the Sheriff's office, and was told they would send out a deputy to take down my complaint. Well, this deputy was quite different in his demeanor than the first! If intimidation had a picture attached to it, it would be his! He was confrontational, accusatory, and demeaning! In the course of the interview, I was told I had no case, that the courts are too full and the judge would throw it out, that I was a liar, and despite video proof, the man's spit did not hit me! He said he knew the man, and he was just an "angry old man!" Well, how many crimes are committed by happy, well adjusted individuals? And how was being angry any kind of defense? He said he would take down my complaint, but would not file it! So, it was an exercise in futility! When did our public servants become on the spot judges and juries? And why were the sheriff's deputies telling me that a man who had escalated from driving by my house, honking and giving me the finger, to physically assaulting me, was merely an angry old man, and not to worry? So, if the guy does a drive by shooting at my house, will it qualify as a an actual threat, or will blood need to be spilled? Will it be passed off merely as the high-jinks of an angry, but lovable old man? 
   It is strange that the mentality around here, is one that lacks foresight, or good judgment! I spoke to "the powers that be," of the danger of a particular curve on Millbrae Ave. where the street narrows and when people park there, one has no choice, but to drive across the center line into oncoming traffic, when driving up hill. The additional problem is that people speed up that hill terribly fast, thereby multiplying the possibility of an accident. Two head on collisions, and a pedestrian hit, have occurred in that very area! BUT, is that enough for Millbrae to place safety measures there? No! Obviously lots of blood needs to run in the street make that sacrifice! 
    Why are criminals given a pass on their behavior, while decent citizens, are either ignored, or treated by law enforcement the way the criminals SHOULD be treated? I put out a sign to help with safety, and got visits by several officers during multiple visits roughly questioning me about it. The angry old man, who threatens the lives of our children, pets, and others, with his reckless driving, and deviant behavior, gets a pass...do not disturb! Well, THAT disturbs ME plenty!
