Rude teenagers in front of the library

Has anyone else noticed a group of rude teenagers in front of the library? I was there 
today around 4.30pm with my kids and noticed that they were playing football around some preschoolers ( 25 feet from the library) cursing, trashing the entire square ...
what a shame!
